Schoenfeld Joins CFTC
In September, the CFTC said that Steven Schoenfeld had been appointed as the director of the Division of Market Oversight.
Schoenfeld has long been a prominent figure in the indexing and ETF industries. He was previously the president of Global Index Strategies, a position he held after leaving Northern Trust, where he was chief investment officer of global quantitative management and where he helped develop the firm’s now-defunct line of international ETFs known as NETS. He has also worked for Barclays Global Investors and the International Finance Corporation. He is one of the co-founders of IndexUniverse.com and has served on numerous index advisory boards; he was also a member of the Journal of Indexes editorial board.
Schoenfeld holds a B.A. in history and government from Clark University and an M.A. in international relations from the Johns Hopkins School of Advanced International Studies. He was also a Fulbright Scholar in economics at the National University of Singapore.
Schwab Adds Lewellyn To ETF Division
The MutualFundWire.com reports that Charles Schwab has hired Dustin Lewellyn for its nascent ETF business. Lewellyn previously was a vice president with Northern Trust and the head of its ETF operations. The Northern Trust NETS, which covered individual countries using mainly local indexes, were pulled off the market in February 2009, after less than a year of operation.
According to Schwab, Lewellyn will be a key figure in the group but his role remains undetermined. He is not expected to be at the helm, based on statements from Schwab.
DJIM Indexes Have New Director
Dow Jones Indexes said in August that it has hired Tariq Al-Rifai as its new director of Islamic indexes. Al-Rifai joined the company from Chicago-based UIB Capital Inc., where he was a vice president. In his new role, Al-Rifai will be based in Dubai and be responsible for promoting and further developing Dow Jones’ extensive family of Shariah-compliant Islamic indexes. He will also serve as a liaison between Dow Jones Indexes and the members of its Dow Jones Islamic Market Index Shariah Supervisory Board, an independent group of five Islamic scholars who advise the company on the methodology for its Islamic indexes and issues of Shariah compliance.
Al-Rifai holds an undergraduate degree from Minnesota’s St. Cloud State University and an MBA from DePaul University in Chicago.
