Sinking credit markets threaten to stall Barclays' request for clarity about how more than a dozen of its bond ETFs will be regulated by the SEC.   Filings for leveraged and inverse commodities, Peru and more. Plus, all ETFs in registration.   Charting actual price movements indicates the index is positioned to rally to at least 1,150.
